It must be handled appropriately to minimize the potential risks associated with battery waste.

Format of EPR Certificate for Battery Waste

Applicability

Any manufacturer, importer, reconditioner, assembler, dealer, recycler, consumer, and bulk consumer who manufactures, processes, sells, purchases, or uses batteries or their components are subject to the Battery Waste Management Rules 2022 ( Rule 4 (4))The centralized online portal requires individuals and entities involved in the production or manufacture of Batteries to register as “Producers” on Form 1(A).All types of batteries regardless of chemistry, size and shape are covered under the guidelines.

The battery used in equipment relating to the protection of essential security interests, including arms, ammunition, war materials, weapons, and equipment designed specifically for military purposes and equipment designed for space travel, are exempt from these regulations.

Overview of EPR in Battery Waste Management

A battery waste management rule, 2022, was published on August 22, 2022, replacing the Battery (Management and Handling) Rule, 2001, to ensure that used batteries are managed environmentally.

Batteries of all types are covered by these rules, including batteries for electric vehicles, portable, automotive, and industrial batteries. A battery producer (including importers) has an extended producer responsibility (EPR) to collect and recycle waste batteries and use recovered materials for manufacturing new batteries. EPR prohibits disposal in landfills or incineration of waste batteries and requires their collection and recycling. Waste batteries can be collected, recycled or refurbished by producers themselves or by any other entity to meet the EPR obligations. The rules will establish a centralized online portal and mechanism for exchanging EPR certificates to ensure that producers fulfil their obligations. Creating new industries and encouraging entrepreneurship are encouraged by the rules for collecting, recycling, and refurbishing waste batteries.

Renewal Process of EPR Authorization

A renewal application must be submitted in Form 5 at least six months before the expiration date. CPCB officers or agencies designated by the CPCB or the Member Secretary shall evaluate each case’s merits before renewing the recycler’s registration.
